The actual connection of the sanitary sewer line to the City Sanitary Sewer Transmission main shall be performed by the owner or his agent or excavation contractor subject to the City of Milford’s regulations as established, and a written permit and inspection approval issued prior to usage. All costs shall be paid by the property owner.
