The following sanitary sewer system use charge shall be paid at the time of the issuance of a permit for sanitary sewer usage by all property owners/developers before any connection is made to the City Sanitary Sewer System:
(a) Residential. For each dwelling unit regardless of the number of units served by the connection (including but not limited to single family, townhouses, apartments and mobile homes): $3,000.00
(b) Non-Residential. The fee shall be $3,000.00 except if average daily use exceeds 400 gallons according to the following schedule the fee shall be based upon the average daily water consumption at the rate of $7.50 per gallon of average daily use:

(c) If the use does not appear in the foregoing schedule, the rate shall be the same as for similar uses as determined by the City. If the use is not similar to any scheduled use, the expected average daily use shall be determined by the City Engineer. Average daily consumption will be reviewed after a period of one year after issuance of an occupancy permit and/or one year after full occupancy. If the average water usage exceeds that established by the schedule, an additional fee shall be charged for the excess usage. The additional fee will be at the prevailing dollar rate per gallon of average daily use.
(d) In the case of a new use in an existing structure or an expanded use, the fee shall be based upon increased usage as identified in the following schedule.
