§ 52.41 DETERMINATION OF USER’S TOTAL WASTEWATER SERVICE CHARGE.
   (A)   Calculating charges. The city shall determine each wastewater system user’s monthly service charge in the following manner: (base rate x rate factor) + (usage rate x consumption).
   (B)   Class III users. The owner or occupant of each premises connected to the municipal waterworks and wastewater system, and meeting the criteria of § 52.37 as a Class III user, shall pay for the use of such wastewater service, a monthly user service charge computed by multiplying the incremental cost related to flow, BOD, and TSS, as determined in § 52.36, by the volume of wastewater discharged into the system in 1,000 gallon units, poundage of BOD, and poundage of TSS respectively, for a monthly period which corresponds with the regular monthly billing period by the city, plus a monthly base charge as determined in § 52.40. The incremental wastewater user service charges allocated to flow, BOD, and TSS will be based on actual field flow measurements and sampling and testing which will be done by the city.
   (C)   Users not connected to municipal waterworks. Any owner or occupant of each premises which discharges to the wastewater system and is not connected to the municipal waterworks and therefore has no municipal water meter or meter acceptable to the Public Works Director, City Administrator, or both, shall provide, at the owner’s or occupant’s expense, a meter or other acceptable method for measuring either the consumed or wastewater being discharged.
   (D)   Minimum monthly user charge. No user’s total wastewater service charge shall be less than the base rate multiplied by the applicable rate factor.
