§ 51.038 RESTRICTION ON RESIDENTIAL, BUSINESS, AND INDUSTRIAL WATER USERS.
   (A)   Upon the passage and publication of a resolution of the City Council providing therefor:
      (1)   All residential water users shall be restricted to the use of a certain number of gallons per person per day as specified by the resolution except pursuant to an exception granted under § 51.040; and
      (2)   All business and industries and parties to contracts with the city using city water shall be restricted to the use of a certain percentage of their prior usage of water as determined by resolution of the City Council except pursuant to an exception granted under § 51.040.
   (B)   The provisions of this section shall not apply to those businesses and industries declared by resolution of the City Council to be necessary for the public health, safety, and welfare of the community.
