§ 51.040 EXCEPTION PERMITS; APPLICATION.
   Upon written application by the water user, or by direction of the City Council, the Public Works Director, City Administrator, or their representative, may grant exception permits for uses of water otherwise prohibited hereby, if he or she finds and determines that the restrictions in this subchapter:
   (A)   Are not warranted by weather conditions or would cause an unnecessary and undue economic or other hardship to the applicant or to the public; or
   (B)   Would cause an emergency condition affecting the health, sanitation, fire protection, or safety of the applicant or the public.
