(A) The City Council may pass a resolution regulating the use of water. The Public Works Director, or his or her representative, shall also have authority to issue a written declaration regulating the use of water, such written declaration to be kept on file with the City Finance Officer, or his or her representative.
(B) Upon the resolution of the City Council or upon the written declaration of the Public Works Director, City Administrator, or their representative, providing for the regulation of the use and withdrawal of water by any person, any or all of the following purposes, as specified by the resolution, may be regulated or prohibited as follows.
(1) Watering yards. The day and time of sprinkling, watering, or irrigating of yards and grass by any method may be regulated or prohibited as follows:
(a) Consumers having even-numbered addresses may water on even-numbered calendar dates, and consumers having odd-numbered addresses may water on odd-numbered calendar dates with the time of permitted watering to be determined by the resolution or declaration;
(b) Consumers having even-numbered addresses may water on the first and fifteenth of each month, and consumers having odd-numbered addresses may water on the seventh and twenty-first of each month with the time of the permitted watering to be determined by the resolution or declaration;
(c) Consumers may water only on one day of each week. Each consumer’s permitted watering day and time shall be as determined by the resolution or declaration;
(d) Consumers may water only on two days during each week. Each consumer’s permitted watering days and times shall be as determined by the resolution or declaration;
(e) Prohibited, including prohibition during a portion of the day, except pursuant to an exception granted under § 51.040; or
(f) Consumers having even-numbered addresses may water on Wednesday, Friday, and Sunday, and consumers having odd-numbered addresses may water on Tuesday, Thursday, and Saturday, with the time of the permitted watering to be determined by the resolution or declaration.
(2) Water vegetation. The sprinkling, watering, or irrigating of shrubbery, trees, grass, ground covers, plants, vines, gardens, vegetables, flowers, or any other vegetation by any method may be regulated or prohibited as provided in division (B)(1) above.
(3) Washing mobile equipment. The washing of automobiles, trucks, trailers, trailer houses, railroad cars, or any other type of mobile equipment except where required by health and sanitary requirements and except pursuant to an exception granted under § 51.040.
(4) Swimming pools. The filling of any swimming pool except pursuant to an exception granted under § 51.040.
(5) Cleaning equipment and machinery. The washing and cleaning of any business or industrial equipment and machinery except where required by health and sanitation requirements and except pursuant to an exception granted under § 51.040.
(6) Washing outdoor surfaces. The washing of sidewalks, driveways, filling station aprons, porches, and other outdoor surfaces except by container not exceeding three-gallon capacity or pursuant to an exception granted under § 51.040.
(7) Cleaning buildings. The washing by hose of the inside and outside of dwellings and buildings except from a hose equipped with an automatic shutoff device at the end from which water is taken or pursuant to an exception granted under § 51.040.
