It is unlawful for any person to have an original unsealed package containing alcoholic beverages, as defined by law, in his or her possession in any public place within the city; provided that this section shall not apply to licensed on-sale dealers on the licensed premises; and, further, that this section shall not apply to hospital and sanitariums; and, provided further, that this section shall not apply to the possession and consumption of malt beverages, as defined by law, in the park designated as Pribyl Park, and in the whole park designated as Lake Farley Park, less that area designated as public beach at Lake Farley Park.
