Any person, firm, or corporation employed by any firm or corporation that now has, or may hereafter acquire, the right to use the streets, avenues, and alleys in the city for laying steam or water pipes, or conduits for the transmission of light, heat or power, telephone, or for any other purpose, and shall make an excavation in any street alley or avenue of the city for such purpose shall be governed in making such excavations and laying such pipes by the rules and regulations as follow in §§ 92.101 to 92.105.
