(A) All the public utility companies using the streets, avenues, and alleys of the city for laying steam or water pipes or conduits for the transmission of light, heat, power, or telephone or for any other purpose, shall file in the office of the City Administrator a plat of the same.
(B) All public utility companies shall file in the office of the City Administrator a true and correct plat of the same, immediately after the completion of the laying thereof.
