(A) It shall be unlawful for any property owner to allow any tree, shrubs, bushes, or other vegetation or any other visual barriers to exist in such a manner upon such property so as to obstruct the view of motorists or pedestrians traveling upon or crossing any public street within the city.
(B) If the Chief of Police determines a property owner to be in violation of this section and that the condition of the property poses a threat to public safety, the property shall constitute a public nuisance under §§ 91.001 to 91.008 and shall be abated according to the general provisions of this title.
