§ 71.02 RIDING UPON STREETS, SIDEWALKS AND WALKWAYS.
   (A)   No person shall ride a bicycle, skateboard, roller skates/roller-blades or coaster upon any sidewalk or walkway within the town. Exceptions to this provision include tricycles for infants, strollers and wheelchairs; all of which may be ridden on sidewalks or walkways within the town's corporate limits. No person shall operate a skateboard, scooter, skates or bicycle so as to endanger any pedestrian on any public way or in a manner as might discourage any pedestrian from the peaceful use of the public ways or in a manner as to interrupt the smooth flow of automobile traffic.
   (B)   This section shall not apply to certified law enforcement officers who, in the course of their duties, shall be required to ride bicycles on the sidewalks and walkways of the town.
   (C)   The Town Marshal is authorized to erect signs on any roadway prohibiting the riding of bicycles thereon by any person, and when the signs are in place no person shall disobey the same.
   (D)   No person will place a skateboard ramp or similar device used for skateboards upon any public streets or alleys or within designated rights-of-way of the streets and alleys.
   (E)   Whenever a person is riding a bicycle upon a sidewalk in a non-restricted area, the person, before overtaking and passing a blind person carrying a white or metallic cane, shall dismount and overtake or pass on foot.
