   1331.01 PERMIT REQUIRED.
   (a)    No person shall move or cause to be moved any building or structure, or any part thereof, within the Village limits or from any location outside of the Village to a location within the Village, without first obtaining a permit from the Building Inspector.
   (b)    Application for such permit shall be made in writing to the Building Inspector on blank forms furnished by the Building Inspector.
   (c)    No person moving any buildings shall permit same to stay in any street, lane, alley or public ground, for a longer period than three days, and in no case shall it prevent or interfere with the operating of any traffic without a special permit from Council.

   1331.02 PERMIT FEES.
   (a)    The fee for a permit for the removal of a building or structure from one lot to another, shall be at the rate of one dollar ($1.00) per one thousand dollars ($1,000) of the estimated cost of the building or structure in its completed condition after removal.
   (b)    The fee for a permit for the removal of a building or structure to a new location within the same lot, shall be at the rate of one dollar ($1.00) per one thousand dollars ($1,000) of the estimated cost of moving, of new foundations and of work necessary to put the building or structure in usable condition in its new location.
   (c)    "Estimated cost" as used herein means the reasonable value of all services, labor, materials and the use of scaffolding and other appliances or devices entering into and necessary to the prosecution and completion of work ready for occupancy; provided that the cost of excavation or grading, and of painting, decorating, or other work that is merely for embellishment or not necessary for the safe and lawful use of the building or structure, is not deemed a part in such estimated cost.

   1331.03 REVOCATION.
   After a permit has been issued, it may be revoked if the work for which such permit was issued does not commence within sixty days from the date on which it was issued and/or the work described is not completed within one year after the date of issuance. Revocation may be accomplished by written notice served upon the owner of the land on which the proposed construction is to take place, his architect, general contractor or designated agent; or by fixing such notice to the visible part of the premises involved.
