(a) No permit as required by Section 1313.01 shall be issued until the fee prescribed in subsection (b) herein plus a ten percent (10%) administration fee shall have been paid. No amendment to a permit shall be approved until the additional fee, if any, due to an increase in the estimated cost on the building or structure, shall have been paid.
