1313.01 BUILDING PERMIT REQUIRED.
   (a)   Before commencing or proceeding with erection, construction, alteration or repair of any building or structure, or any part thereof, a permit shall be obtained by the owner or his agent or architect, from the Building Inspector. No person shall commence or proceed with any such work unless such permit shall have been obtained.
   (b)   An application for such permit shall be made in writing to the Building Inspector by the owner, or his agent or architect on blank forms furnished by the Building Inspector. Such applications shall be accompanied by the plans and specifications and complete information of the building and a satisfactory estimate of cost, for which such application for permit is made, marked thereon. If the specifications accompanying the plans are not complete, or are imperfect, a permit shall not be issued. No unfigured plans shall be recognized.
