This chapter provides for the payment and recovery of all direct and indirect costs and expenses of the Village related to the enforcement and administration of this legislation and the fair and reasonable compensation to the Village for permitting use of the public ways on a competitively neutral and non-discriminatory basis.

(a) Any applicant for a use permit pursuant to Chapter 975 shall pay an application fee of five hundred dollars ($500.00).
(b) An applicant whose use permit application has been withdrawn, abandoned or denied shall, within sixty (60) days of its written request for a use permit fee refund, be refunded that fee, less fifty dollars ($50.00) and all ascertainable costs and expenses incurred by the Village in connection with application.
(c) Upon obtaining a use permit, a permit holder shall pay fair and reasonable compensation to the Village for the use and occupation the public ways, in accordance with a schedule of fees to be adopted by the Village. Payments shall be made on a quarterly basis, within forty-five (45) days after the end of each quarter.

(a) Prior to the issuance of a construction permit, the applicant shall pay a construction permit fee equal to an amount to be determined in accordance with a schedule of fees adopted by the Village Administrator reasonably reflecting the costs to the Village
resulting from the proposed work.
(b) The Village Administrator shall appoint an inspector to inspect the work covered by the construction permit, the cost of which shall be paid by the permit holder. The Village shall provide an estimate of the hourly rates and the total cost of such inspection, which the permit holder shall deposit with the Village prior to commencing the work. In the event the cost of inspection exceeds the amount on deposit at any time, the Village shall have the right to demand additional money to bring the deposit equal to the actual cost of inspection. Failure to comply with the written demand to bring the inspection deposit current shall be cause to stop all work until such demand is complied with. The Village may require additional inspections at its sole discretion.
