(a) There shall be charged for each new application for permits to excavate for and/or connection or reconnection to any sewer main within the corporation limits of the Village, a fee of four hundred fifty dollars ($450.00) plus the cost of labor, materials and supplies necessary for sewer connection. For each application for permits to excavate for and/or connection or reconnection to any sewer main outside the corporation limits of the Village there shall be charged a fee of nine hundred dollars ($900.00) plus the cost of labor, materials and supplies necessary for sewer connection. Inspection fees as hereunder set forth shall also be paid at the time the permit is issued.
(b) All application permits shall be made to the Village Administrator and the tap fee and inspection fee shall be paid to the Village Administrator at the time of granting such permit, and all applications for permits shall give the precise location of the property, the number of the lot, the name of the street, the name of the owner and the name of the licensed excavator, and water tapper employed to do the work and such applications shall be filed with the Clerk-Treasurer. The Village Administrator shall issue a permit when he is satisfied that the contractor or the person doing the work is duly licensed and has given bond as provided by the Erie County Board of Health Regulations and upon payment of the tap fee and inspection fee.
