(a) No person, firm or corporation shall conduct, carry on or engage in the business of, or to excavate for, or top or construct any public service in any street, alley or public grounds in the Village, without first having secured a license to engage in such business, as provided by the Erie County Board of Health Regulations, or without first having obtained a permit so to do as hereinafter provided.
(b) Before any excavation is begun for any connection to any gas or water main, or any other service, constructed in whole or in part in the Village, a permit shall be secured by the person or persons by whom the connection is to be made.
