(A) It is unlawful for any person to abandon other kinds of personal property on or near his or her real property without adequately concealing the property from the view of the public and without taking proper measures to maintain the property in a safe and attractive condition.
(B) For the purpose of this section, property will be presumed to be abandoned when it is left in approximately the same locale without attention to either maintenance and utility for a period of 10 days.
(C) At the expiration of the 10-day period, the apparent owner of the property will be given notice of his or her violation of this section, and then will be given a 3-day grace period to care for the property before a summons will issue. When there is an issuance of summons, the apparent owner will appear in court, and if he or she is found guilty, he or she shall be fined not less than $5 and not more than $100. At the end of his or her 3-day period, the property may be removed by the city at the expense of the owner, who shall be subject to the further penalties of this chapter.
(D) Second violations of this section will be subject to the provisions of § 130.99.
