(A) Definitions. The term MOTOR VEHICLE as used in this chapter shall include automobiles, motorcycles and all other vehicles propelled otherwise than by muscular power.
(B) Police power. Between meetings of the City Council, the Chief of Police shall have the power to control and regulate the flow of traffic in and through the city by whatever means are reasonably necessary to ensure the public safety; provided, however, all such acts shall be reported to the Council at its next meeting and provided further that the Council ratify the acts for the acts to persist as law.
(C) Speeding. It shall be unlawful for any person to drive a motor vehicle within the city at a speed in excess of that posted.
(D) Parking and loading. It shall be unlawful for any person to violate any parking, loading or other similar regulatory signs that have been posted.
(E) Stop signs. It shall be unlawful for any person to pass through a stop sign area without first bringing his or her motor vehicle to a complete stop.
(F) Inoperative vehicles. It is unlawful for any person to keep and maintain on or near the right of way of any street in the city a licensed but inoperative motor vehicle.
