No person shall encumber any street or sidewalk. No owner, occupant, lessee or person having the care of any building or lot of land, bordering on any street or sidewalk, shall permit it to be encumbered with barrels, boxes, cans, articles, furniture, umbrellas or substances of any kind, so as to interfere with the free and unobstructed use thereof. All items of the nature herein above described or any items that are set forth on the sidewalk shall not be placed closer than 4 feet to the curb or any city fixture so that there is adequate clearance permitting the passage of pedestrians including pedestrians who are handicapped.
