Where an act or omission is prohibited or declared unlawful in this code of ordinances, and no penalty is otherwise provided, the offense shall be deemed a violation, and the offender shall be fined not less than $25.00 nor more than $250.00 for each offense, provided, however, the City Council may specify that the fine for certain violations as designated by the City Council shall be reduced by $5.00 if paid to the City Clerk/Treasurer by the end of the next business day after the date of violation.
