An owner or person in control of a vacant property shall perform all of the following:
(a) Register the vacant property with the Administrative Services Department in accordance with the requirements of this chapter.
(b) Designate an authorized agent if the owner or person in control of the vacant property does not reside within Butler or Warren County, Ohio or a contiguous county.
(c) Submit a Vacant Property Plan which shall be approved by the Chief Building Official and Fire Marshal in accordance with § 1458.07 of this chapter.
(d) At all times maintain the property in accordance with the vacant building maintenance standards set forth in § 1458.08 of this chapter.
(e) Acquire or otherwise maintain general liability insurance covering the vacant property and property in an amount of not less than one million dollars ($1,000,000). The insurance policy shall provide for written notice to the City of Middletown within 30 days of any lapse, cancellation, or change in coverage.
