It is the intent of this code that all questions of interpretation related to the administration and enforcement of this code shall be first presented to the Development Code Administrator, and that such questions shall be presented to the BZA only on appeal from the decision of the Development Code Administrator. Such appeals shall be in accordance with § 1226.13.
