§ 1839.01 FEES.
   There is hereby established a license fee for recreational vehicle parks, recreational camps, combined park-camps and temporary campgrounds.
   (a)   Each person, firm, governmental entity or corporation operating or proposing to operate recreational vehicle parks, recreational camps, combined park-camps and temporary campgrounds shall be charged a fee for the right to operate such parks as follows:
      (1)   For recreational vehicle parks, recreational camps, combined park camps with 50 or fewer sites, the annual fee shall be one hundred dollars ($100.00).
      (2)   For recreational vehicle parks, recreational camps, combined park camps with 50 or more sites, the annual fee shall be one hundred dollars plus ($100.00) plus one dollar ($1.00) for each additional site.
      (3)   For temporary campgrounds with 50 or fewer sites the fee shall be thirty-five dollars ($35.00) per event.
      (4)   For temporary campgrounds with more than 50 sites the fee shall be thirty-five dollars ($35.00) per event plus one dollar ($1.00) for each additional site.
   (b)   Any licensee who fails to file a renewal application, postmarked on or before April 30 with the appropriate license fee, shall be accessed a penalty of 25% of the city license fee as provided in Ohio R.C. 3709.09.
   (c)   The cost of the license for recreational vehicle parks, recreational camps, combined park-camps, as defined in Ohio R.C. 3729.01, shall include, in addition to the fees set forth above, an amount to be determined by the Public Health Council, pursuant to Ohio R.C. 3729.02 and 3729.07.
