§ 1810.08 ADMINISTRATION.
   (a)   The Board of Health may appoint and authorize an agency for the purpose of administration and enforcement of this chapter concerning the immunization of dogs, and cats, or ferrets against rabies.
   (b)   Whenever, in the judgment of the Board of Health or persons performing the duties of a Board of Health, rabies is prevalent, such Board or persons performing the duties of such a Board shall declare a quarantine of all dogs, cats, or ferrets, in the City Health District or part thereof. During such quarantine, the owner of a dog, cat, or ferret shall keep the dog, cat, or ferret confined to the premises of the owner or in a suitable pound or kennel, provided that the dog, cat, or ferret may be permitted to leave the premises of the owner if under leash or under the physical control of a responsible person. The quarantine order shall be considered an emergency and need not be published.
   (c)   When a quarantine of dogs, cats, or ferrets has been declared in the City Health District or part thereof, the City Humane Officer and all persons having the authority of police officers shall assist the health authorities in enforcing the quarantine order.
   (d)   No person shall violate a rabies quarantine order issued under Ohio R.C. 955.26 and 955.39, Ohio Administrative Code Regulations 3701-3-29 or 30 or under this section.
