All underground piping, valves, connections, etc., before being covered or concealed shall be tested by an air pressure 50% in excess of maximum working pressure of the particular installation or a minimum pressure of five pounds per square inch and shall be proved tight. A Mercury or other reliable gauge shall be used and the required pressure shall be maintained for not less than 30 minutes or as long as the inspector determines. After the installation has been made tight, the Superintendent of Inspection, or his or her representative, shall be notified and after he or she has witnessed the test and approved the installation, the work can be covered. All defective fittings or pipe shall be removed and replaced. No underground or concealed work shall be covered until approved by the inspector.
