This chapter shall apply to all new plants, equipment and installations, but nothing herein contained shall be construed to exempt the Superintendent of Inspection and the Fire Chief from their responsibility or obligation under existing statutes to order changes in existing buildings, plants, equipment or installations when in their opinion such changes are deemed necessary in order to correct conditions that are dangerous or hazardous to life or property.
