Upon the execution of his bond to the acceptance of the City Manager, a license shall be issued, but such licensed person or the owner of the building shall in each and every instance before removing any building, obtain a permit to do so from the Superintendent of Inspection, stating specifically all conditions, and describing the route to be taken, the building proposed to be removed and the site to which the same is to be removed, and limiting the time for the removal of any such building.
