(a) Whoever violates or fails to comply with any of the provisions of this chapter, is guilty of a minor misdemeanor and shall be fined not more than one hundred dollars ($100.00) for a first offense. For a second or subsequent offense, the person is guilty of a misdemeanor of the fourth degree and shall be fined not more than two hundred fifty dollars ($250.00), or imprisoned for not more than 30 days, or both.
(b) The application of the penalty provided in division (a) hereof shall not be deemed to preclude the enforced removal of prohibited conditions or the application of any other equitable remedy.
