Fees shall be waived for any building or structure or portion thereof erected by the State or any agency thereof, or by any political subdivision of the State or any agency of any such political subdivision, except that fees for one, two and three-family dwellings shall not be waived. Such waiver of fees shall not be deemed a waiver of plan review and permit requirements.
