Should the person making inspection under this chapter, in the process of inspection, observe any deviation from the plans or description or any noncompliance with any requirements of this Title, he or she shall immediately order the work stopped, and shall give written notice to the person performing the work, setting out the deviation or irregularity and ordering him or her to correct the same. The work shall not recommence until the irregularity or deviation has been corrected.
