(a) No permit shall be issued until plans showing compliance with the requirements of Chapter 1426, or a description of the work to be done, have been submitted to the Superintendent of Inspection in duplicate.
(b) In cases of emergency, the applicant may proceed with the work and file the application for a permit within twenty-four hours thereafter, Saturdays, Sundays and holidays excluded.
