The Chief Building Official shall make rules and regulations not inconsistent with this chapter or the Ohio Plumbing Code for the installation, connection and discharge of house sewers and private disposal systems. Such rules and regulations shall be complied with by the property owner as a condition to connecting his or her property to a house sewer or private sewage disposal system. Rules and regulations for sewers and water services in the public rights-of-way are contained in the City of Middletown Utility Rules and Regulations.
