After a permit to tap any sewer or drain within the City has been issued to any registered master underground utilities contractor and prior to making any such connection, it shall be the responsibility of the master underground utilities contractor to determine that the sewer lateral is free from obstruction and in a sound condition and to certify approval to the Division of Inspection. No connection is to be made to any sewer lateral that is found to be in such a condition as to prevent such certification of approval until the City Engineer has been notified and all necessary repairs have been completed.
