(a) Any registered master underground utilities contractor or master plumber desiring to tap any public sewer or water main shall procure a permit therefor from the City Engineer.
(b) Any registered master underground utilities contractor or master plumber desiring to install or connect a storm or building sewer or water line shall first apply to and obtain from the Chief Building Official a permit to do so.
