§ 1430.02 REGISTRATION REQUIRED.
   (a)   No person shall act as a master underground utilities contractor or underground utilities installer in the City, without first registering with the City in accordance with this Chapter.
   (b) A master plumber shall be entitled to do the work herein referred to without taking an examination, provided said plumber possesses an active master plumber registration issued by the City.
   (c)   Any person performing the physical underground utilities contractor work on a job site and not holding a master underground utilities contractor's registration from the City shall obtain a registration as an underground utilities installer. Persons holding a plumbing journeyman or plumbing apprentice registration and working under the supervision of a master plumber will not be required to obtain an underground utilities installer registration.
   (d)   Any business entity engaged in underground utilities contractor's work must have as a principal or in its employ a person registered with the City as a master underground utilities contractor. Such person shall apply for all permits and shall be the representative of the business entity in all matters relating to Title Eight of Part Fourteen of the Codified Ordinances. If such person should terminate or sever their relationship with the business entity, such entity must cease all underground utility work unless and until another principal or employee has obtained a registration as a master underground utilities contractor from the City.
