(a) This chapter shall not apply to departments, branches, service units or buildings of the Federal or State government.
(b) A registration under the provisions of this chapter is not required of the owner-occupant of a single-family dwelling who performs the work governed by this Title Eight as to such dwelling, provided that such person obtains the permits required in Chapter 1432 and submits such work for the inspections required.
