The provisions of this chapter shall apply to the erection or construction of new wiring attached to any building or structure, including all overhead or underground wiring systems through or by which is conveyed, or intended to be conveyed, electric current for any purpose whatever, and the maintenance in good and safe condition of such system and the making of the necessary repairs and changes.
