(a) The provisions of this chapter shall apply to all construction operations in connection with the erection, alteration, repair, removal or demolition of buildings and structures.

(b) This chapter shall not be construed to nullify any rule, regulation or statute of any State agency governing the protection of the public or workmen from health or other hazards involved in manufacturing, mining and other processes and operations which generate toxic gases, dust or other elements dangerous to the respiratory system, eyesight or health.
