§ 1406.04 WAIVER OF CERTAIN FEES.
   (a)   Fees shall be waived for any building or structure or portion thereof erected by the State or any agency thereof, or by any political subdivision of the State or any agency of any such political subdivision, except that fees for one, two and three-family dwellings shall not be waived. Such waiver of fees shall not be deemed a waiver of plan review and permit requirements.
   (b)   The building permit and/or inspection fees related to general construction, electric, plumbing and HVAC set forth in this Chapter 1406 shall be waived by one-half (1/2) the cost of the regular fees and/or permits fees for businesses and property owners for new development and remodeling provided the following conditions apply:
      (1)   The building and/or structure subject to the permits/fees must be located within the Urban Core Central (UCC) or Urban Core Support (UCS) zoning district and;
      (2)   The building and/or structure meets the criteria for permitted or conditional use of a building allowed by the UCC or UCS districts.
   (c)   This waiver of fees and/or permits fees shall not apply to examination of plans for a specialized inspection or permits that are contracted by the city to a third party to review.
