(a) The following rental rates are hereby established for the Robert “Sonny” Hill, Jr. Community Center:

(b) The Director of Human Resources shall be permitted to waive rental fees for certain not-for-profit events, which are open to the public and which are determined, in the sole discretion of the Director, to be of substantial benefit to the community.
