As used in this chapter:
(a) GARBAGE. The organic waste of animal, fish, fruit or vegetable matter arising from or attendant to the storage, dealing in, preparation or cooking of food for human consumption, from houses, kitchens, hotels, restaurants, markets and commission houses.
(b) REFUSE. Household, commercial and institutional combustible and noncombustible solid waste material including, but not limited to, paper, textiles, glass, metal, ashes, grass, hedge and tree trimmings.
(c) HOUSEHOLDER. The head of a family or one maintaining his or her separate living quarters on premises and includes owners, tenants and occupants of all premises upon which garbage or rubbish is accumulated.
(d) PREMISES. Land or buildings or both, or parts of either or both, occupied by one householder or commercial establishment.
(e) CITY'S COLLECTOR. The person, firm or corporation with whom the City has contracted for the collection of garbage and rubbish from premises in the City and each and all of the duly authorized agents and employees of such contractor connected with the collection and disposal of garbage or rubbish or both, under the contract with the City.
