The Engineering and Environmental Services Director may make and enforce such rules and regulations as may be deemed necessary for the enforcement of §§ 1050.30 through 1050.33 and maintain compliance with applicable NPDES permits as established by state and federal laws and regulations, provided such rules and regulations are not in conflict with any municipal ordinance. No person shall violate or fail to comply with any such rule or regulation.
