(a) The Department of Engineering and Environmental Services is responsible for enforcing this chapter. This responsibility may be delegated to any persons or entities acting in the beneficial interest of, or in the employment of the City of Middletown, provided there is a fully executed agreement, or contract authorizing transfer of said obligation.
(b) The standards set forth in this chapter are minimum standards. Compliance with these standards does not allow any person to otherwise cause contamination, pollution, or unauthorized discharge of pollutants, and does not relieve any person, firm or other entity from complying with any state and/or federal regulation(s) that address illicit discharges, hazardous spills, and/or other pollutant discharges.
