Sections 1050.20 through 1050.29 establishes methods for controlling the introduction of pollutants into the municipal separate storm sewer systems (hereinafter MS4) in order to comply with requirements of the National Pollutant Discharge Elimination System (NPDES) permit process. The objectives of this regulation are:
(a) To control the contribution of pollutants to the MS4 by storm water discharges by any user;
(b) To prohibit illicit connections and discharges to the MS4;
(c) To establish legal authority to perform all inspection, surveillance and monitoring procedures necessary to ensure compliance with this chapter;
(d) To establish penalties for making illicit/illegal connections and creating/allowing illicit discharges.
