The provisions of this chapter shall not apply in the following cases:
(a) Where the lots to be served front on any river, lake, canal or other body of water;
(b) Where the building or structure to be served fronts away from the street;
(c) Where multiple unit developments are involved which face away from service streets; and
(d) In any other case where peculiar conditions exist, and it would not be in the public interest that the requirements of this chapter be enforced. In any such case variations from this chapter shall be permitted on the approval of the Engineering and Environmental Services Director.
