All poles and lines used by any public utility for furnishing service to any private dwelling or to any public or private building or structure shall be placed along the rear line of lots on which such dwelling, building or structure is situated, where easements have been previously reserved, dedicated or granted for such purpose, or where all property owners along the route of such service grant an easement, at no cost to the public utility for such purpose.
