The Engineering Division shall have on file the specifications and rules and regulations regulating the manner in which sidewalks, curbings, curbs and gutters, and driveway aprons are to be constructed or repaired. When any part of the construction or repair work is completed, the Engineering and Environmental Services Director, or his or her duly authorized representative, shall make an inspection of the work. If the work is unsatisfactory, he or she shall, by mail or otherwise, serve written notice of such fact on the contractor and the property owner, and order the contractor or property owner to reconstruct or repair the work according to such specifications.
