No person, as principal, agent or employee, whether an abutting owner or otherwise, shall construct or repair, or attempt to construct or repair, any public sidewalk, curbing, curb and gutter, or driveway (as defined in § 1026.01) without first having obtained a permit therefor from the Engineering and Environmental Services Director, or his duly authorized representative. This chapter shall not apply to the construction or repair of sidewalks, curbings, curbs and gutters, and driveway aprons under or by virtue of a contract with the City.
