All owners of multi-family buildings located within the confines of the City shall, either personally or through their agent(s) furnish to the city on October 31 and April 30 of each year a current and complete list of all tenants of such multi-family building and the address of the same. Reports subsequent to the initial report may, for the convenience of the owner or agent, show only the occupants not previously reported.
